Foalcon and Foalphilia are rampant in the brony community. Not just the production, but the hosting and promotion thereof. Our two greatest and most prolific brony-centric content sharing websites, derpibooru.org and fimfiction.net, place no restriction on the sexualization of child characters so long as they are not made to resemble humans. One moderator of derpibooru once bragged to me that "foalcon" was simultaneously the most filtered *and* the most searched-for image tag. The promoted stories on fimfiction have even included foalcon pornography in the past.

With that said, I do not believe that the sexualization of children, even fictional ones, has any legitimate place in society, and I take an active approach to investigating potential issues - especially when it could potentially impact the communities that I am involved in. This specific investigation took far longer than expected, but at this point I am confident that this is as far as I can go without creating or saving and sharing incriminating content, as tends to be the "entry fee" for underground communities like these. In fact, this investigation went so far as to wrap around back at myself: I discovered that not only were my own preconceptions about the foalcon aspect of the brony community were wrong, but that my own archive project was being used to share foalcon with other members of this subcommunity. I spent weeks sifting through data, both to identify offenders and also to identify and remove offending content from my archive. I am sure that there is data that I have missed, but I am reasonably confident that I have found the bulk of it. I honestly find sifting through this data stressful. I have seen things that I wish I could forget. That I did not consider to be something a person would make, let alone fetishize. Or defend.

All of the users listed in this document are either involved in some way with the consumption, creation, promotion, and/or distribution of material that sexualizes children, or have shown in some capacity to not be safe to have in a server with minors.

Some of the information in this report has been reported to service providers and to law enforcement, as some of the actions and activity discovered are in violation of service agreements or US law. At least one arrest is known to have been made. Some Discord servers were reported to trust and safety, and most were removed by Discord. At least three of those servers are known to have not been taken down. Several Discord accounts were also reported and removed for sharing foalcon content. Not all users who were reported for posting foalcon or supporting the sexualization of children were deleted, either, nor were the offending posts removed. I was not able to get a statement from Discord as to why some were removed and some were not. I was also a source of many reports to Disboard, ultimately leading to them blanket-banning all servers that mention permitting foalcon.

This document currently features data taken from Discord, Fimfiction.net, Fanfiction.net, ArchiveOfOurOwn.org, Derpibooru.org, and a few foalcon/lolicon/cub websites and services I'd rather not mention here as they are not the subject of this report.

Each of the Discord IDs in this report include a link to the specific portion of the page with that account's report, should you wish to share a specific report with other servers. Also note that if there are images included for a report, they are not loaded until you click on the dropdown. This is to reduce web browser load for an already large webpage. If you click on an image thumbnail, it will open an image viewer where you can use keyboard arrow navigation to flip through them, along with direct links should you want to look closer.

The Derpibooru section of this report includes breakouts for number of images tagged as 'foalcon' or 'implied foalcon' that users have favorited or uploaded and images where artists or characters are tagged that are also tagged as being foalcon. There are also columns listing the number of images that are implied to be sexualizing foals and 912 images that were manually reviewed to have tags that are intentionally deceptive - even images tagged by Derpibooru staff. Some of these images in the "untagged" list were even confirmed to be hosted on lolicon services, yet Derpibooru staff refused to remove the image when I reported it. As a note, I have also implemented a form of 'forgiveness' for accounts that don't have 'much' foalcon in their favorites, due to the ambiguity of some images - roughly 3 favs or 8 implied before their account is listed in this document (weighted, not exclusive). For an image to be included in the "implied" count, it has either "explicit" or "suggestive" and also one of these tags: 'foal', 'filly', 'colt', 'baby', 'younger', 'teenage', 'underage', or derivatives thereof (more info). Images that are "untagged" are images that sexualize young anthro characters or teenage characters but do not have the "foalcon" tag. My understanding of the reasoning for why many of these images are not tagged is because "they aren't foals" - eg, the artist aged up a 7-year-old to be 14. Or the creature's species is not equine. Or they may argue that "cutie marks are the age of consent in Equestria" as if that reasoning makes the imagery non-pedophilic.

This is intended as a living document and will be updated as new information is discovered or made available. Currently, this report spans 746 Discord accounts, 733 fiction authors, 1,503 Derpibooru accounts, 2,191 artists on Derpibooru, 1,040 original characters on Derpibooru, includes 329 images and screenshots, and has been filtered down and redacted for general release from the thousands of messages and files that comprise the source documentation. Last Updated: March 31, 2024. Many of the images and fictions referenced in this report have been removed from the service where they were posted. Also note that some of the screenshots within are of a data dump from a server channel backup tool output for messages or servers that were deleted or inaccessible when referenced for this report. The full dump of that data (without images) is available on special request in a custom mysql format.
