Say one composer heard a Bach piece in a resturant one night, hears something he likes, goes home and uses it in one of his pieces. No one could enforce that it was Bachs.   The only way to make money was to churn out pieces as fast as you could write them. Whereas today it can take a composer well over a year to make a good piece.
