The real issue is your country really is just an economic zone with just setting a minimum iq standard of 120 or 130. And there is the obvious matter of why nations don't do this now... because really you need a diversity of skill sets and vocations and values
 
The response I have seen it to funnel or train people for jobs (presumably when they arrive or are born? Or are in school?) A lot of intervention, more than most societies have achieved. And the jobs I am most thinking of dont lend themselves to monetary rewards, you want people who want to serve (military, police, emergency units, etc)
 
Selective breeding is another non-racist solution, which genuinely requires more intervention than societies have mustered. You need to regulate who pairs up, when, and how many kids they have. Nations cant even raise birth rates consistently
The eugenics which were caused by civilizational changes and cultural attitudes affecting which traits survived also dont lend themselves to being replicated in any workable time frame. Some aspects can be but you wont really solve racial divisions, just shift them. And the interventions needed to do this among people who dont share a common identity will breed resentment, as policing does now. Makes sense to not dally with too much diversity still.
 
And only whites make the meritocratic society these people want in significant numbers. Groups like the Chinese dont. So why not, rather than try to achieve a purew IQ nationalism which has never existed, pair it with ethnic nationalism as a backbone?
You won't get a state of only 120 iq people. No cognitively elitist immigration policy which will actually exist can achieve that.not even Singapore or Hong Kong come close and see marginal benefits
 
His ideas are just complex and in many cases even more unlikely solutions to the problem and also more costly and cruel in many ways. Like forming some empire or a totally selective breeding state. Meritocratic im igration is mildly interesting but doesn't spare you the racial issues.
 always want us to do something significantly harder than racial particularism with no guarantee it will work out (selectively breeding africans requires more authoritarianism than any system we'd make), all to avoid being racist
