As a Trainer Action, Rainy may perform an AC5 Status Attack on a single Pokemon (With Weapon of Choice - Blast, this is reduced to AC3). If this attack connects, Rainy can choose one of the following effects:
1) The target gains a new type of Rainy's choice for 1d4+1 turns.
2) The target has one of its types replaced with a type of Rainy's choice for 1d4+1 turns.

In addition, roll 1d100; if the result is equal to or less than half of her Charisma stat, the Pokemon has this alteration made permanent. The type alteration does not remove itself after the timer expires, and after the encounter, the Pokemon's movepool will change accordingly.
