Resource-gatheres (mining, wood-cutting): 1x representative.
Farmers: 1x representative.
Strategists: 1x representative. Helps organize the soldiers and military tactics.
Architechts (builders and so on): 1x representative. Works with strategists to provide best tactical advantage and make buildings look neat.
 
DIPLOMATS: Seperate entity - acts on the will of the council.
Representative will organize the different jobs they represent.

the military should first hit the maps with less people which is why we will hit /wsg/ frist and conquor them to gain more land.
