Take notes of each step in that webm and don't forget to READ what the command prompt tells you at each step. Then go to http://www.whatismyip.com/ and give that IP to whoever you want to join your server. In order to join your own server from the same machine you're hosting from, boot Terraria, go to multiplayer, select "Join" and when it asks you for an IP, put either "localhost" or "127.0.0.1", without the quotes. Boom, you have a vanilla server running.

If the above doesn't work, then it's likely that automatic port forwarding doesn't work for you. Find your router in the list on the page below and follow the guide in order to forward your desired port.

open up a command prompt
Type ipconfig and press enter.
write down your IPv4 Address and your Default Gateway
open up a web browser
type your Default Gateway in the url bar and press enter
enter your router username and password.
find the port forwarding option
Add an entry for both UDP and TCP from port 7777 to 7777 with your IPv4 address.
If your IPv4 address ever changes, you will have to manually change it here every time you want to play.
go to http://www.whatismyip.com/ to find your external IP address
start your server software and set up your map
have your friends connect to your external IP address
