  30. . Situation today calm, as Govt declared day of mourning for the
  31. "martyrs" (Berisha's words).

  33. . The Opposition has been hold-up all day today in Mayor Edi
  34. Rama's office discussing next steps. There is some reluctance on their
  35. part as to whether tomorrow's protest should proceed as planned. They have
  36. apparently received word that many protesters intend to come armed to
  37. protect themselves against the police. Rama has commented privately he
  38. may lead the protest to try and keep them peaceful.

  40. . Despite this, the Opposition continues to insist they will not
  41. stop actions against the current regime until Berisha resigns. In
  42. response, Berisha has declared that "anyone touching an official
  43. government building will meet the same fate as the protestors yesterday."

  45. . Rumblings have started in other major cities throughout Albania
  46. re. sympathetic protests. Most notably Shkoder, Durres and Gjirokaster.

  48. . There are reports of a handful of arrests of senior police
  49. officials following yesterday's incident. Investigation is now underway as
  50. to who gave the order to fire upon the crowds.

  52. . Rumors continue to spread within the population that agents of
  53. the State Intelligence Service (SHISH) had infiltrated the crowds and
  54. provoked yesterday's violence. (Comment: No proof of this, but would not
  55. be the first time SHISH was used in this capacity).

  57. . Note: Great deal of fear and apprehension amongst the populace,
  58. particularly in Tirana. Most still have vivid memories of '90 and '97.
  59. Average Albanian is still well armed following the ransacking of weapons
  60. depots in '97 and an escalation in violence is not unthinkable.
