Evil Narue was a clone, Narue was never shrunken in the first place. The real Narue was trapped in the tube and seemingly tortured to get the shrinking/growing power to work. The President had her genes modified by the Society and was apparently supposed to be a giantess (modified to be able to grow similar to Narue's shrinking hormones?) and had dreams as such, but it failed and she was the size of a normal person. She really, really resents this and fucking hates normal sized people.

 

In the later encounters around the tube, those are actual giantesses that have grown, there is no shrinking involved in that.
