  1.
  2. For the record, I want our tithe to be paid from multiple sources, PDF, Ogryn, Crops, Vehicles, other industrial products and
  3.
  4. Medicine derived from those flowers.
  5.
  6.
  7. I've an idea, how about we establish an officer's academy or something of the like, with resources designed to train officers,
  8.
  9. specialists and the like?
  10.
  11. I want our PDF leadership to be held to a higher standard than other worlds, with rank being held solely by preformance, in addition,
  12.
  13. the specialists to be a big help, with combat enginseers and medicae and the like helping out locally during peacetime.
  14.
  15. Kinda like a Schola Prognium, designed solely for the PDF.
  16.
  17.
  18.
  19. With the promethium cleansing and the genetic screening, the genestealers threat should be mostly neutralised, however we should
  20.
  21. instate annual manditory genetic screenings for all members of the government and military, top-down.
  22.
  23. As for the orcs and any genestealer/tyranid survivors, just put out an adivsory notice of any supicious behavior and to contact the
  24.
  25. government.
  26.
  27. Institute a underground/tunnel fighting training regieme in the sewers of all major population centres, and contact the Iron Dragons
  28.
  29. for any advice dealing with tyranid infestations. (also ask the tithe guy for the same info)
  30. assure him that, in the meantime, we're conducting genetic screenings of any military personel and government employess, and are
  31.
  32. putting a alert for suspicious activity.
  33.
  34. Release a primer or something on identifiying infiltrations to the public, and put out a general alert.
  35.
  36.
  37. Also let's try establishing a research facility devoted to improving agriculture, and creating better strands of crops.
  38.
  39. Try getting our hands on some more crops and flowers and shit, they'll not only provide immediate benifit, but could also go towards
  40.
  41. a royal garden to boost tourism.
  42.
  43. One of the most imporant parts of the spaceport we need to upgrade is the security, cargo scanners, genetic screenings, that kind of
  44.
  45. thing, we should also train our spaceport staff to detect infiltrators and their ilk.
  46.
  47. Could the improved scanners be used for that kind of thing? I'd want them to be able to detect cargo and any xenos lifeforms.
  48.
  49. Also we'll want to renovate the customs office, as not only will that help against smuggling and infiltration and the like, but will
  50.
  51. probably remove any corrupted officials (by greed or otherwise) and will probably increase offworld revenue.
  52.
  53.
  54. Get it all, also see if we can construct a joint University/Officer's academy, let's try and get our hands on skilled
  55.
  56. biologist/agricultualists to help improve our crops, and check over who we have appointed as the head of our agricultural ministry.
  57.
  58. If we manage to construct a joint university/officer's academy, see if we can get some former guard officers/soldiers to help run it,
  59.
  60. not only will they provide valuable first hand experience with guardmans operations and combat and the like, but they'll also be able
  61.
  62. to advice us on military matters.
  63.
  64. Hence we get some promising PDF to be our bodyguard, see how much it'd take to equip a dozen PDF in capace + hotshot lasguns, it's a
  65.
  66. show of support trust for our people, and it gets us some bodyguards for cheap. (It's gonna be WAY chearper to get some suits of
  67.
  68. carapace + hotshots than it is hiring RT mercs.)
  69.
  70. Naturally the bodyguard applicants will be put through extensive testing, phyiscal, loyalty, genetic screening and the like.
  71. Okay, fit the guns with targeters, and get some Frag and Krack grenades for each man, along with meltabombs, incase of heavy
  72.
  73. vehicles, 5 medipacs and any other equipment they might need.
  74.
  75. No I mean Designate a command chimera for our personal use, THEN add extra weapons and armour.
  76. It'd probably be slower, but it'd also be more effective in deterring a fight.
  77.
  78. etween the various herbs and flowers we bought from the Rouge Trader, we should have an abudant supply of natural medicines, we
  79.
  80. should start a pharmecutical company specializing in medicines to sell, with the large amount of casualties the IG sustaines,
  81.
  82. medicines should be in perpetual demand.
  83.
  84. See into the feasbiltiy of constructing an art school, with a large amount of artisans not only can we make a profit of the art
  85.
  86. pieces, but we could also use them to help build are budding tourism industry.
  87.
  88. For education, see about a policy for allowing free higher education, with the condition that any takers have to work for a number of
  89.
  90. years equal to their education.
  91.
  92. You said our biggest industry is mining, correct? Exactly what are we mining? Low value ores? High Quality gems? Anything Rare? Look
  93.
  94. into establishing refieries, valuable metals and gems can be used to create jewlery and artwork, less common metals can be used for
  95.
  96. industrial production.
  97.
  98. We've got a lot of unused land, let's use some of it for cattle rancing, we can then sell authentic beef, just like Holy Terra used
  99.
  100. to make!
  101.
  102. Fishing; Sure we can sell the fish via commerical fishing, but Tourism fishing can make tonnes of revenue for a fraction of the
  103.
  104. catch.
  105.
  106. Forestry can produce lumber used for high grade luxury items, we can sell woodworks to industrial worlds and places where trees don't
  107.
  108. grow anymore for huge profit.
  109.
  110.
  111. Lets offer some tax deductables to households with children.
  112.
  113. Here's an idea, when we get the Uni/Art School/Military Academy up and running, we can sell attendent slots to offworlders (at a
  114.
  115. large markup of course, as they're not native citizens.) Not only can this make us some money, but the children of nobles who study
  116.
  117. here might be sutibaly impressed with the planet and could increase tourism.
  118.
  119. Ideally I'd want to start goverment to start up nationally run businesses across all sectors, but for the moment we should try
  120.
  121. starting a nationally run pharmicutical company, stating the need to help the quality of our healthcare.
  122.
  123. Graduates from the art academy could be put to use creating artwork used to help improve the planet's attractiveness as well as sold
  124.
  125. to offworld collectors, we could divert some resources from our mining and lumber for little to no noticble impact as it'd require
  126.
  127. less resources than exporting resource in bulk.
  128.
  129. If we combine the Miltiary Academy/Art College/University together they should be more efficent sharing resources than apart.
  130.
  131. Naturally the Military Academy should have some off campus areas for training and the like.
  132.
  133.
  134. You could argue that not all businesses should be privately run, since pharmecuticals directly impacts healthcare, you could argue
  135.
  136. that it's an essential industry.
  137.
  138. Privately run businesses will produce less revenue than nationally owned ones, private businesses only contribute their taxes to our
  139.
  140. coffers, while nationally owned businesses contribute pretty much their entire profit.
  141.
  142.
  143. Giving private companies first pick means the government is getting the castoffs, we should be aiming to get the best talent wherever
  144.
  145. and whenever possible
  146.
  147. Here's an idea, we let the private companies run non essential industries, and when a business screws up and goes bankrupt, we buy it
  148.
  149. out and nationalize it.
  150.
  151. If the private sector complains they can only blame themselves, "We wouldn't've bought out the company if they didn't already run it
  152.
  153. into the ground."
  154.
  155. Not only does this get our hands on some businesses on the cheap, but it also acts as a deterrent for screwing up.
  156.
  157. Things like Water, Power and Mass transit we should try to keep a tight grip on (Enron blackouts), but for acquiring new companies we
  158.
  159. should do so by acquiring shares, corporate buyouts and the like, we should try to be *fair* about it, something the previous govoner
  160.
  161. wasn't.
  162.
  163.
  164. No conscription for the time being, only do so if we're under attack or something. "Not necessarily conscription but conscription if
  165.
  166. necessary" should be the policy.
  167.
  168. Build the combined Edu-centre, name it after someone universally liked, and dedicate it to the fallen defending our world or
  169.
  170. somesuch, patriotic as it were.
  171.
  172. Personally I don't want to focus too much on the Primarchs, we should focus focus on the Emprah, have a couple of Vulkan, as he's our
  173.
  174. world's patron Primarch, and some Religious figures with universal appeal and non-threating doctrine, like St. Emelia, who preached
  175.
  176. compassion.
  177. Basically relgious stuff that won't offend anyone, thus we get brownie points for being pious, but we don't piss off anyone in
  178.
  179. exchange.
  180.
  181.
  182. Profit sharing; it's a good thing.
  183.
  184. We should also seek to provide extended benifits to government workers, to lure more talent.
  185.
  186. Free public transit passes, extended healthcare benifits, create goverment run shops that specifiaclly cater to government employees
  187.
  188. and families, by offering them discounts as well as tax free goods from there. (with a monthly limit, to prevent people from buying
  189.
  190. the goods and reselling them for a profit) Non-Government families can also shop there, but they have to pay normal prices and taxes.
  191. Retirement benifits are also something to look into.
  192.
  193. See into establishing Goverment run vacation/tourism sites, with benfits/discounts to government families, with other paying full
  194.
  195. price
  196.
  197. Note these benifits also apply to PDF and our guardsmen stationed here, which we then advertise when recruiting.
  198.
  199. General corruption and the like are actions causing direct harm to the government, and thus treason, i'm not saying we BLAM every
  200.
  201. governemt employee that screws up (accidental screwups shouldn't be punihsed, as long as they learn from it, if we lose an empolyee
  202.
  203. every time someone screws up, we run out of employees, we treat our employees as Thrawn does, NOT Vader.)
  204.
  205. We should be giving governemnt employees good benifits to encourage recruitment, but we should also punish them harser than private
  206.
  207. sector employees since we hold our people to a higher standard. Carrot and Stick.
  208.
  209. What're the repercussions of adding fertility drugs to Ogryn supply shipments?
  210.
  211. They get needed supplies, we get more Ogryn's.
  212.
  213. Under the guise of protecting yourself against resurgant Xenos attacks, fortify the main population centres. Dig In.
  214.
  215. Since there's a Daemon World nearby, and we've done plenty of training against nomal Humans and Xenos, we should work some anti-CSM
  216.
  217. in there incase the Great Enemy sends their unholy champions against us.
  218.
  219. Begin contingency plans with the ID's
  220.
  221. We make a movie about the overthrowing of the corrupt governer.
  222.
  223. Typical hollywood action movie, former govenor a ruthless tyrant, scheming along with his cronies with the evil tau for personal
  224.
  225. gain, with the resistance as brave heroes fighting to keep their world, with an obligitory romance, ending with the corrupt dictator
  226.
  227. overthrown, and a good, well functioning governemt established at the end, at the end it'll be dedicated to "the brave heroes who
  228.
  229. saved our world".
  230.
  231. It'll make huge money on this world, paint us AND the resistance in a favourable light, which will boost relations with them, and
  232.
  233. it'll make the ex-govoner and his cronies look even more dispicable, we can even sell distributing rights to other planets in the
  234.
  235. sector to make more money!
  236.
  237. It's revenue and propaganda in one neat package!
  238.
  239. I didn't mean it as literal propaganda, more like a action flick that takes VERY generous liberties with the souce material, like The
  240.
  241. Patriot, Braveheart, or 300.
  242.
  243. Action movie where the sides are obvious black and white, good triumphs over evil, standard hollywood fare.
  244.
  245. Resistance are the Rebel Alliance/Americans/Scottish, Empire/British is the govener, and our government is the New Republic.
  246.
  247. I forgot to mention, Grow the mystery seeds in seperate, isolated greenhouses, preferably on one of those isolated islands, that way
  248.
  249. if any of the seeds are dangerous, they can't spread.
  250.
  251. Equip each greenhouse with flamers, if some plants try to go catachan, torch the entire thing, better to lose 1 greenhouse than have
  252.
  253. a deathworld.
  254.
  255. Later we should grow the seeds in the isolated greenhouses with conventional crops and the new wheat to see if they advesely affect
  256.
  257. them.
  258.
  259. Only plant seeds that aren't harmfull and don't overwhelm the ecosystem outside of the greenhouses, after they've been tested
  260.
  261. throughly.
  262.
  263. Let's also use those isolated islands as harsh enviromental training, we can train with the Astartes there and by ourselves, the
  264.
  265. harsh climate should help them in future engagements.
  266.
  267.     Those flowers have an amazing potential for Pharmecudical uses, let's get to work trying to develop medicine from them, if we can
  268.
  269. get our hands on an efficient healing drug, we can not only sell it, but also use it to pay for guard tithes.
  270.
  271.     We should also use the Flowers along with the mixed plant seeds and domestic flora to start some kind of royal garden in the
  272.
  273. capital, which we can use to attract tourists.
  274.
  275.
  276. Public work camps: For anyone unemployed, send them to public work camps, constucting public works, new levies, beautifying the
  277.
  278. cities, the works.
  279. Pay them a small salary and give them free food and logings. Food will be eaten out of mess tents, and housing can be government
  280.
  281. owned tenements. (Assign a small security detail to the district to prevent crime)
  282.
  283. Offer them free night classes to learn basic trades, nothing advanced, but enough to get them a better job.
  284. Do a lot of PDF recruiting from these places, while still maintaining our recruitment standards.
  285. Hopefully this'll lower/remove unemployment, while at the same time, provide an incentive to get a better job.
  286. (These jobs aren't designed to be luxurious, merely a way to get them off the street and on the way to a better job.)
  287.
  288. We want to get as many people off the streets as possible as homlessness contributes to crime and hinders tourism, so instead of
  289.
  290. letting the mentally ill wander the streets, put them into asylums.
  291.
  292. The goal wouldn't be to have cheap labour, it'd be to get people off the streets, the reason for substandard conditions and pay would
  293.
  294. be to encourage them to get REAL jobs (hence the nightclasses).
  295.
  296. It's basically for anyone who can't get a job until they can get a job, so it's basically labour for welfare.
  297.
  298. We get people off the streets, we get some shit built, and they can get the resources needed to get better jobs, win-win-win.
  299.
  300. An idea; do we have a large body of open water near the capitol? If we don't we should see about the possiblity of using the
  301.
  302. empoyment camps to construct an artifical lake nearby, like 100-150km from the outskirts.
  303.
  304. Gives the tourists a nearby place to go yachting, swimming, fishing, do shit on the beaches, camping and the like.
  305.
  306. (For the record I envisioned the labour camps as some kind of New Deal thing, not some horrible dictatorship thing.)
  307.
  308. Fine, but we should ramp up the penalties for petty crime, squatting and the like, the goal of this project is to eliminate vagrancy,
  309.
  310. as rich tourists don't want to see panhandlers.
  311.
  312. Rather than just increasing punishments, how about we create information centers. Create an information and promotional ad campaign
  313.
  314. detailing its virtues and uses (Free food and lodgings, free job training!)
  315.
  316. Also lets start recruiting heavily for the PDF amognst the lower income neighbourhoods, desperate people are more likely to sign up,
  317.
  318. extoll the benifits of working for the PDF, free education, gov't benefits and the like.
  319.
  320. Since these people are so freaking reactionary with anything negative, let's bombard them with positive crap, if they refuse the
  321.
  322. stick, we'll shove so many carrots down their throat that they'll choke.
  323.
  324. We have a budding tourism industry, we should try to nuture the hell out of it.
  325.
  326. Is there any way to modify our sewage plants and have them produce fertilizer?
  327.
  328. Here's an Idea, when the Art School is open, sponsor an end of term/year project/contest where the winner of each category (cooking,
  329.
  330. music, painting, sculpture, ect) gets their works put on display/served/played/whatever. (Sculpture in the city square, winning dish
  331.
  332. served by the winner at an important event, ect) Do it in a public ceremony as a "sponsoring the arts" program, and offer them a
  333.
  334. small monetary prize.
  335.
  336. This gains the students some reknown and prestiege for when they leave school, and gets us some nice art peices on the cheap, AND
  337.
  338. gets us known as a patron of the fine arts.
  339.
  340. Did we implement the idea of a government sponsored free education, where you work for the governemnt for an equal amount of years
  341.
  342. after you graduate, and idea of offering extended benifits to all government employees (NOT labour camp, Healthcare, Dental,
  343.
  344. discount/duty free shopping at gov't stores ((with set limit based on household size, ect))?
  345.
  346. Here's an idea, request the techmarine and apothecary for advice on training/running our enginseers/medicae.
  347.
  348. We ask them to see if there's any ideas they'd like to implement, and if they will so, have them help form lesson plans and the like.
  349.
  350.
  351. How about we put some of that farmland to good use, and start up some vineyards to produce amasec, high quality amasec could be sold
  352.
  353. for significant sums as a luxury item.
  354.
  355. Experiment with diffrent types of grapes and different cilmates and soil types to have a variety. (Icewine!)
  356.
  357. Hmm, I didn't think about themes, I just pictured at the end of the year/term, everyone submitted something (if they entered) to
  358.
  359. their perspective category, and the winner of each category got their creation put on display and got an award/prize (So there'd be a
  360.
  361. winner for painting, another for suclpting, another for cooking, one for music, ect.)
  362.
  363. I think we can do this, but remember, this planet is 10% larger than earths, and less than half the population, we have a LOT of room
  364.
  365. to work around with (Especially since the population density of Imperial cities seems to resmble downtown Tokyo on steroids rather
  366.
  367. than rural Idaho.)
  368.
  369. Honestly I think the planet should be a genreral planet, we've got a *lot* of room, so we should have enough space for tourism,
  370.
  371. agriculture, AND industry
  372.
  373. I thought we already implimented the failure buyout program?
  374.
  375. Do we have a government runn lottery? We can divert some of the profits to public works projects, and the rest can go into our
  376.
  377. treasury (And we can advertise how well the lottery is doing for the community, too!)
  378.
  379. Here's an idea, ask if skilled resistance members/leaders are willing to teach at the Officer's Academy lessions for conducting
  380.
  381. unconventional warfare.
  382.
  383. This shows the that we place our trust in the Resistance and we get our officers a thorough grounding in a field they might be
  384.
  385. lacking in.
  386.
  387. If news of the arrangement were to 'leak' to the media, so much the better.
  388.
  389. Naturally he gets all the benefits of an instructor as long as he's working there of course (Salary, gov't employee benefits, the
  390.
  391. works.)
  392.
  393. Who the hell's a slave? I just hired me an expensive bodyguard.
  394.
  395. Bloody hell, even after accidently poisoning us, he's STILL bitching at us. I don't know why we even purchased a Xenos slave in the
  396.
  397. first fucking place.
  398.
  399. In the future, no slaves, no xenos shit, any time we do ANYTHING people still complain about it.
  400.
  401. When it comes to people, I look for talent and I want the best of the best, when I hire a bodyguard, I want the best of the best,
  402.
  403. what I am doing is not buy a slave, I'm hiring a bodyguard, one of the best around.
  404.
  405. I thought it presumptious to ask an Astartes to serve as my bodyguard, so I went for the next best thing.
  406. Nevertheless he will be properly compensated for his service and the like. The money I paid was not for his ownership, but rather a
  407.
  408. signing fee to his agent.
  409.
  410. Is it possible to use our navy (We do have a navy, right) to provide support to the people in the city? Aircraft carries, bombardment
  411.
  412. and the like.
  413.
  414. Have the people in the city skirmish and attempt to buy time, rather than trying to kill enemies until reinforcements arrive.
  415.
  416. Put that Resistance training to good use, as it were.
  417.
  418.
  419. Obviously we need to increase our manufacturing capacity, especially in regards to building supplies/equipment. The faster/cheaper we
  420.
  421. can build improvements, the better.
  422.
  423. We should start distributing information about personal recycling and shit, and have stiff fines for illegal pollution, as well as
  424.
  425. offering subsidies to businesses that have effective recyling programs up.
  426.
  427. By reducing pollution and keeping our planet clean, we naturally help out our toursim.
  428.
  429. Kinda iffy on the Sisters and Smurfs, they're inflexible attitute is bound to conflict with the planet's more... liberal culture.
  430.
  431. (In the future, you might want to have the opening text in a pastebin file and just link it in the opening post, it'll save you a
  432.
  433. bunch of time making all those posts, and we'll be able to start the thread 75 minutes earlier judging by the delay of this threa.)
  434.
  435.
  436. Anyways, that Deathworld in the system, I think we should send our Special Forces there for some harsh enviro training, the sending
  437.
  438. the entire PDF would be too much of a hassle, and seeing as their main duty is to defend a planet not nearly as harsh would seem
  439.
  440. rather wasteful, however, sending our PDF there might toughen them up even more, and improve on their unconventional warfare.
  441.
  442. Who doesn't want Catachan Stormtroopers after all?
  443.
  444.
  445. The recycling/pollution improvement could likely be somewhat allieved with an information campaign to increase recycling/reduce
  446.
  447. pollution, increased fines for pollution and subsides for more enviromentally safe methods/research, I for one would like to build
  448.
  449. the mag rails, as having multiple starports in our cities seems like a way to increase our vulnerabilty to foreign infiltrators, I'd
  450.
  451. much rather increase the size of our main starport, allowing it to handle more traffic, and putting all filtering all potential
  452.
  453. subversives through one point. (Naturally the spaceport's security would also get a huge upgrade.)
  454.
  455. Check as to the reason why our advanced sensors failed, they're specifically designed to detect sealth ships.
  456.
  457. We should also use some money to improve our roads, 10c sounds pretty damn cheap to me.
  458.
  459. I envisioned it as a university, specifically catering to the Academics and With the Art school covering the arts, and the Military
  460.
  461. Academy running like a Non-Ecclessiarchy Schola Prognium, with more of a focus on military aspects and little to no coverage of
  462.
  463. relgious ones (There's an onsite chapel of course, but theology would be left outside of the official cirriculum).
  464.
  465. Withouht a heavy sisterhood presence the Military Academy would focus on supplying the specialists of the Guard/PDF, Combat
  466.
  467. Enginseers, Officers, Commissars and the like.
  468.
  469. Everyone trained at the military academy would get a through gounding of *practical* combat with a nice suppliment of unconventional
  470.
  471. warfare. None of this meatgrinder warfare bullshit.
