- Down the long hallway of an underground military compound Major Guile of the United States Air-Force enters an un-assuming door into a rather large room. In this room sits a long table with a screen on the wall at the far end. Sitting at this table are the heads of the CIA, the FBI, the United States Military, as well as others with acronyms Guile has never seen before PCA, EHOP, and NHSR. Guile is not alone, next to him standing before this meeting along side him is Interpol’s representative, Chun-li.
- “Be seated Major Guile, Agent Chun-li, if you would also be seated we will begin.” States the well dressed at the head of table in front of the PCA name plate with the EHOP representative to his left and NHSRD representative to his right.
- “Our three organizations, the Paranormal Control Agency, the Enhanced Humans Observation Project, and None-Human sentient Research Department, under orders the United States government have been working together for several years now to understand the sudden…upheaval, or rather increased activity and emergence of people with super-human capabilities and none-human entities with super-human abilities.” He clicks a button showing a picture on the screen of the cat-woman Felicia, “we had thought,” he says, “that her appearance in the lime-light at spurn others like her to make themselves known, while an increase in the public eye of cat-people has been noted our groups have seen no real correlation between her and super-humans or other none-humans becoming more prevalent. In fact we noted an increase before her appearance in the lime light; in fact even before she was likely born a notable increase had been noted world wide. It is only in recent generations that this number and intensity of abilities has become of concern.”
- Guile and Chun-li exchange looks, “What exactly are you driving at?” asks Guile.
- “My apologies major.” States the man, “I don’t mean to come across as some cliché human superiority type, the real concern lies in other elements that have been tied to this increase, such as criminals like M.Bison, and organizations such as Shadaloo making use of such abilities and manufacturing more based on them; as well as other elements. We have sources that tell us that recently Bison tried to recruit this actress we see on the view screen to join his organization, only to be trounced by her in a fight.”
- Guile shows a look of concern, “trounced?”
- “Yes major, we have agents keeping tabs on her, and it seems that despite any apparent training, that this woman who is not only an actress, but also a nun it seems; was able to over-power M. Bison.”
- The man sits and the representative of EHOP stands, he clicks the screen to show a scene from inside a hospital.
- “To further complicate matters gentlemen, and agent Chun-li, we have evidence that there is an out-side source increasing the numbers of such people. Causing mutations in humans, animals, and even re-animating corpses in some cases; this would be what first brought the EHOP in contact with the PCA and NHSRD. Major Guile, agent Chun-li it is my department that keeps tabs on those people who express super-human abilities but otherwise appear to be completely human, people such as yourselves as well as many who have participated in the last few World Warrior Tournaments. Trying to figure out how exactly you are able to focus this Ki energy, as well as what causes physical mutations in those such as Blanka, and those such as the man called Akuma.”
- The man clears his throat while pointing to the screen, “With aid from the CIA and local authorities we apprehended a group of altered human children who had been living under an over-pass.”
- “Excuse me!?” yells Guile as he smacks his hand on the table, just hard enough to echo but not break the table, “Did you just confess to
- kidnapping?”
- Chun-li stands as well, “I nor Interpol can condone such behavior.”
- “Now, now” states the man, “I may have mis-spoken, as un-ethical as our actions may seem on the surface they are not entirely with out morals or cause. Under normal circumstances we only take in volunteers seeking a cure for their condition or apprehend violent individuals who pose a threat to the community. In this case however we had been observing this group from afar and knew they wouldn’t co-operate, despite the danger they were in.”
- “Danger?” puzzles Chun-li as she and Guile return to their seats.
- “Yes, of course.” says the man, “We became aware that a dangerous vigilante slash black market organization had moved into the area. This group’s members tend to pose as monster exterminators getting locals to pay them to hunt down and murder individuals such as yourselves as well as none-human sentient entities. Some are even themselves enhanced humans; we have record of one such man who moves between Asia and Europe…rather quickly. Some such as this man, from what our field agents have reported even believe they are doing the right thing, and believe those they are hunting are demons and monsters.”
- Chun-li’s eyes narrow as she hears this, thinking intensely about something, a look that didn’t go un-noticed by Guile.
- “However,” he continues, “most will then turn around sell the body parts of those they kill on the black market for superstitious medicines as well as for private collectors. They use this money to fund their group, which calls its self the Dark Hunters.”
- “and you are certain these people are here?” asks Guile.
- “Yes,” replies the man, “As I stated we felt we had no choice but to take those children into protective custody because of this group, they would have been unable to defend themselves from these people.”
- “of course,” says Chun-li, “you are taking the opportunity to study them?”
- “wellll,” says the man, “…yes…but its nothing un-reasonable, just simple tests, some blood work, that’s all…umm.”
- The head of the PCA stands up allowing the nervous man to sit, “In a nut-shell, they took in these kids, off the street, out of poverty, and out of harms way. In the mean time this dangerous syndicate has come state side. For those of you here who don’t know about them. My associate here got the basics for you; they hunt anything that isn’t normal human they pose as good-guys often being treated as heroes because of it, then they turn around and sell body parts from their victims for various purposes to various unsavory characters in order to fund their ever increasing organization.
- The group originated as far as we can tell in Eastern Europe, preying on the superstitions of the people there, who were more likely to view mutated humans or those like your self major as evil monsters or wizards. In fact we have strong evidence that many enhanced humans out there are teaming up with the none-humans and preying on people. This Dark Hunters organization originated as a reaction to that. It has grown over the years and incorporated, as in merged with, many others smaller, similar vigilante groups around the world. Our real concern is that the group has developed ties to Shadaloo, and become a major international crime syndicate. This major would be why we are informing everyone here of the situation, in the hopes that our different branches will be more inclined to work together in the future. With our different expertise and resources we would do a much better job of discovering the cause for this increase, as well as also policing it, especially in regards to those groups we are mutually more aware of, you with Shadaloo and us with the Dark Hunters.”
- The head of the United States armed forces after listening in finally decides to speak up, “the Major as you would well know, is a member of the American armed forces, while he is the foremost expert on Shadaloo and our best soldier for the job, the official word does go to my office. We will be considering your request.” The other office heads nod in agreement and
- prepare to depart the meeting.
- As they head out the door the until then silent representative of the NHSRD approaches Guile and Chun-li, “I apologize for my colleagues, tact isn’t their best suit. They are deeply concerned and confused over recent developments, and are severely worried about this whole Shadaloo thing, its not something they are familiar with and really looking for help.”
- Guile puts up his hand, “sorry, but my superior officer already stated our position, until the higher ups say so there is nothing we can do.”
- “oh its not about that.” says the man, “I understand you two were in the World Warrior Tournaments and would be familiar with the super-human fighters..”
- “No!” interrupts Chun-li, “we are in no position to betray the trusts of those fighters to you people.”
- “huh?” says the representative confused, “no, no, I didn’t mean anything like that. There is this one man, one of those Dark Hunters, but seems to be from what we can tell, to be an enhanced human, or perhaps not even human. Our reports say he never sells any body parts, and seems to really think he is doing to right thing. Our reports also make him out to be a martial artist. I was wandering if either of you were familiar with him, he might partake in those un-televised street fights those fighters get involved in outside of the tournaments.”
- The man takes out a picture and shows it to Guile, a picture of an odd man with a long pony tail, beads, and a giant sword. “The man also travels around with a small girl.” says the man, he typically uses a large sword, but our reports show that he does put it down and fight with hand to hand combat, displaying some impressive martial arts moves.”
- “Nope, don’t know him.” says Guile, he shows the picture to Chun-li, “you ever see this guy?”
- Chun-li narrows her eyes at the page, “yes” she says with hate in her
- voice, “his name is Donovan Baine, I am not at liberty to discuss any details with out approval from the higher ups at Interpol, but I can tell you he is wanted by the Chinese Government. He tends to frequent the impoverished regions of Western China and Tibet. The locals out there consider him a hero, but the truth is he is a psychotic bastard.” Chun-li lifts her arm to her mid-section as though nursing an imaginary pain.
- “Oh,” says the man, “well every little bit helps I guess.”
- Outside with everyone gone Guile turns to Chun-li, “I noticed you seemed to have some history with that Donovan guy. Anything you want to discuss?”
- Chun-li lifts her arm to her gut again, “Not really” she sighs turning back to Guile, “he is a dangerous lunatic, if he is common of these Dark Hunter guys…” She huffs as she clinches her fists, “Maybe we should be concerned if Bison is hiring these madmen to help him.”
- She shakes her head, “The truth is I fought him, he would have killed me if I hadn’t gotten some help against him. Guys like him are really best left to others like him. We live in our world, they live in theirs. If Shadaloo is trying to manufacture guys like that then we’re just going to have to stop them.”
