-- Council Meeting Protocol.
The meeting is public but the audience will be silent unless addressed by the council. Refusal to be silent will result in ejection from the hall for the duration of the meeting.
As of now, every meeting requires a record. Any unrecorded meeting is considered void.
Every meeting will be recorded by a keeper. The keeper is appointed by the chairman, if the appointment is vetoed or the chairman is not present, the position of keeper will be determined by vote.
The duties of the keeper are to record council attendance and provide a tl:dr of the meeting.
The meeting will commence with the reading of the agenda.
It will then continue with the dealing of each issue on the agenda in turn.
After the agenda is completed, there will be a short period where the public may offer arguments on the issues covered.
If arguments are deemed valid, the issue is reopened and brought to a revote.
The keeper will then read the record for the meeting and each Councillor will sign the record.
The meeting ends and the record is archived.
