Refusal to be silent may result in ejection from the hall for the duration of the meeting.   Every meeting will produce a Record. Any meeting not recorded is void and charges of incompetence may be brought against the Councillors responsible. Every meeting will be recorded by a Recorder. The Recorder is appointed by the chairman, if the appointment is vetoed or the chairman is not present, the position of Recorder will be determined by Council vote. The Recorder appointed may refuse. The duties of the Recorder are to record council attendance and provide a tl:dr of the meeting.   The meeting will commence with the reading of the agenda. It will then continue with the dealing of each issue on the agenda in turn. After the agenda is completed, there will be a short period where the public may offer arguments on the issues covered. If arguments are deemed sufficient, the issue is to be reopened and brought to a revote. The Recorder will read the Record for the meeting and each Councillor will sign the Record. The meeting ends and the Record is publicly archived.   -- Record Template Meeting, Day 1234, 12:34 [Time given in UTC] List of councillors present in the form of: Councillor (Seat)   - Sample Issue Brief description of issue.
