If Celestia had been thinking straight, she would have teleported them both to a barren corner of the world, teleported up into the stratosphere, and proceeded to bombard the whore queen with sun lasers without any fear of collateral damage. Way I see it, she allowed herself to take that hit because deflecting it into a large crowd of innocent ponies would have been a really stupid thing to do.
