that she simply uses it by default, even though Celestia doesn't use it anymore, let alone the Royal "We" and she brushed her sister off when she tried to explain that.

Alternatively, this was Season 2's Trollestia Moment, when Celestia chose not to tell Luna that the relationship between the Royal Family and their subjects had changed in a thousand years.
