^I think the reason is that after basic schooling, most fillies and colts have found what they're good at.
The 7 years after school are likely spent trying to either make themselves known in Equestria, or finding an adult pony with a similar talent to their's, who's willing to instruct them on furthering their skill. |

To me it seems like Equestria follows a master and apprentice system rather than our education system, with universities being frequented mostly by scholars, researchers and intellectuals. |
