I dunno, Sparkler and Dinky are clearly sisters here, but Carrot Top and Sweet Wheat would also be sisters too. Other than that, you can't really make a connection between characters just because they just so happen to stand in the vicinity of each other once. There needs to be a pattern, like with Lyra and Bon Bon. |

If Sweet Wheat is Carrot Top's sister though, wouldn't her parents be a bit old to be having kids? The notion that Carrot Top has a filly sister in addition to having 3 daughters of her own (including a teenager) already seems a bit strange, but it gets even flimsier if you place Tootsie Flute as Sparkler's daughter. That would mean that Sweet Wheat is Tootsie Flute's great aunt, even though they're the same age.
For simplicity's sake I think it makes more sense that all four of them are Carrot Top's daughters, and that Carrot Top ran with Sweet Wheat in the Sisterhooves Social since Sparkler was running with Dinky. Clearly such an arrangement is not against the rules, since "Applejack" was allowed to run with Sweetiebelle. |

^Names do not have to match a character's anything. Just look at Twilight Sparkle. She's not twilight colored, she doesn't sparkle, her CM consists of stars, it doesn't even match her super special talent (using magic).
I think Tootsie Flute's name fits her perfectly. It's cute, and so is she. |
