She's a goddess, she lactates when she wants. As for Luna? 1000 years in the isolation wing would mess anybody up, she probably never got to say goodbye to their mother so she's projecting; Celestia figures she has the rest of eternity to fix/treat Luna's issues so she taking the long approach and indulging in these harmless habits till it's the right time to try and fix them. |

^ Celestia and Luna have been separated for a thousand years, and so she is enjoying an (unconventional) opportunity to bond with her. She loves Luna more than anyone else in the world, and so she's giving her the most precious gift she can (her breasts). |

Alt Headcanon: Celestia as the literal mother of her people. Why else to you think she calls them "My little ponies"? Every so often (5-10 pony generations? more? less?), she produces a new batch (I'm picturing something between Slurm Queen and termite queen in relative size and profligacy), to stabilize the population size, stave off inbreeding, introduce new adaptive traits, etc. (Blueblood and Cadence are descended from the most recent such batch, where the familial connection is still strong; Twilight, Fluer de lis, Big Mac, and otherwise oversized or overpowered ponies are related to previous batches, recently enough to still show above traits above the population norm, but not close enough to be "family") |

Actually, MS wasn't commissioned to illustrate it. Raging semi happened to write a futa fic that MS wanted to read, and MS felt obliged to illustrate it. |
