Ah, a cup would kinda make sense.
And as an anti-forced mating protection, I could see it work, assuming she had good control over them... or be good rape device to make males "co-operate". ... actually, had a wild speculation/idea a while back pretty much being a vulva with "stingers/claws" that'd inject a arousal causing substance, either to get or keep a male going, or for forced mating.
