1) install gimp
2) make a different layer for each frame of animation 3) Filters>animation>optimize for GIF 4) Save as GIF, choose "animate" instead of "merge" |

The GIMP works, but you could also use Paint.NET with the Animated Image extension, or ImageMagick if you just have a bunch of stray frames you want to string together.
You could also use Synfig if you're feeling a bit adventurous, or ASEprite, which usually handles animated GIFs very well, especially sprites. |

Although the ASEprite one sounds interesting. Might have need of that one day. |
