I don't know the particular book with the same picture, but I can you the author is Alvin Schwartz.

I dunno, maybe I'm just that harder to freak out, but I always gushed about the artistic style that went into the drawings more than the stories. I really wish I had that kind of talent of making shades and tones, and all those neat little effects he does.

I'm gonna track the series down just for the art alone. Should be cheap to find on eBay or in a used book store.
