The breeding centers don't cater to only one sex. They either made mistakes in their sorting, or didn't sort at all, letting the adoption center do that for them. |

It doesn't really say that the ones at the breeding centers being less efficient being the reason for it, just that they are less efficient, that could mean a lot of things. |
