Common brass conductive alloy only has 28% the conductivity of copper, so I guess I can see why you'd wanna say that. Still, if you're brass-plated then that's gonna do it. Charge rests and travels along the surface of an object.
Even so, how do you hold a charge? If you're made of metal, even if you have some kind of insulated portions inside to create a potential difference, then you're not going to be able to shock others, especially by touching them with your foreleg. You'd only be holding a charge relative to other parts of yourself, so you'd have to like touch them with both forelegs to induce a current flow, but then it's more like a tazer-type effect than a static charge equalization. If that was the case where you could shock people by touching them with the outside of your body (and were holding a charge relative to the ground) then you'd immediately lose your charge to the ground just by standing on it... it'd be more plausible if you had a fuzzy device to draw electrons from carpet and then an insulated channel through your body to the tip of your foreleg that was retractable so you could actually HOLD a charge difference with relation to the ground and then present it to someone by extending the contact... insulation would still be difficult especially if your internals are all copper |

If you took this route of just allowing charge differences to equalize with the ground (thus zapping people in the process) then you yourself would constantly be getting zapped by the ground lest your whole body build up a large voltage... hell, if you're standing on the ground with your conductive legs then building a charge in the first place would be impossible |

What if you had rubber/glass feet and then like a massive battery and massive capacitor in your chassis, and like these EM field manipulators so that you could actually direct current flow by producing paths in the air of high dielectric breakdown probability, then you could totally fucking like discharge your capacitor at will and plasma arc and kill people at will with instant, massive current flow through them into the ground, like shock their heart into stillness or burn the hell out of them
that would be hilarious you would be a walking tesla sentry fuckin 20 megavolts will arc pretty far, and you could deliver like 3 amps for a millisecond, like a super tazer with lethal current flows ...or you could do the same thing but with very limited current so it would hurt and scare the shit out of ponies but not harm them ... i gotta investigate this |
