I wouldn't think changeling drones would have sex organs, given the insect-like nature. The queen would take care of reproduction by laying eggs, and a new queen would be made via a cocoon transformation like Celestia was almost subject to.
Though, I suppose they would be needed for the full deception while impersonating others, unless they use mind-altering magic to cover up the fact. |

^I don't think that was for transformation, I think it was just to keep her contained and under control. Chrysalis would need the royal sisters incapacitated because even if they couldn't overpower her, they could still blackmail her.
