Celestia killed the real Luna with the Elements of Harmony and never got over it, so she has a Changeling emulate her sister to keep her company. The changeling gets a free meal and Celestia can pretend she didn't murder her only friend.

Just a disguise by said changeling to keep up the act. There was nothing to purify, so when Twilight and her friends used the Elements they had no effect.
