Actually It's because they KNOW that Luna would drop the fucking moon on Canterlott to stop them.

We only ever seen her during the Night.
Everything happened during the day. It's possible Luna's power only works at night, or is only optimal at Night. Celestia kept her from acting as a last resort contingency. |

Wherever she is during the days, it isn't Canterlot, so it wasn't like she was in earshot.
I'm guessing that Luna either has some kind of lair in a cave in a different mountain, or she has her own fortress on a mountaintop that is perpetually surrounded by thunderstorms. Celestia has the White City of Canterlot, so Luna must have a Black Fortress where the Sun Dare Not Shine. Because Luna likes to sleep in. |
