May not be Rule 63 this. I don't think Private Pansy is ever refered to by gender in the episode (though I could be wrong) and, while Pansy calls Commander Hurricane 'she', everyone else calls them 'sir' and we know that Fluttershy's a really, really bad actor, so they could be male.

Well modern plays the actors almost never cross-gender unless its Peter Pan so odds are they were all female.

^The mane six aren't really actors. With all the cultural wealth and art Canterlot has to offer I find it hard to believe that Celestia chose them because there just weren't any ponies with acting cutie marks available. I assume that being in the pageant was just one of the many traditional honorary powers the princess was able to bestow upon her constituants. Like, she would choose whatever ponies had been very important to Equestria that year and give them the chance to be in the play. And, because [Modern] Equestria is so wishy washy about gender roles, they just said that Flüttershy and Ranbo Das could play as these historical figures.
