^Maybe she didn't want to actively censor them. But that only works if Cheerilee wasn't aware the CMC didn't want to publish libellous material and were being forced to do so. |

Not even town-wide, remember that Rainbow said the paper had reached Cloudsdale. I'd say that once it got to one of Equestria's major cities (especially the one that only one kind of pony can reach easily) it was pretty much out of anypony's control. This is also why Diamond insisted on still printing despite the fact that NOPONY in Ponyville was reading the damn thing anymore. |
