It means that she has to get report every week (whole period of time). That means that time between reports can be longer. For example is she sent her last report on monday, she can wait till next sunday and still avoid being tardy - even if there was no report for 13 days |

You can submit a letter every week and still have up to 12 days between a pair of letters. For example, if I were to do something today (a Tuesday) and do it again next Friday, there would be more than 7 days between them, but they would still be in separate weeks.
The same applies if I do something on Saturday and do it again on Sunday. |

Think about it like this: If she had to send a letter every year, she could send one on January 1st, 1002 and not send another one until December 31st, 1003. |

If cultural barriers are getting in the way, just replace "Sunday at 11:59 PM" with "the end of the week". |
