Hootershy is such an absurd concept.
Why would anyone give a human Fluttershy enormous breasts? Is it because she's shy and shy girls supposedly are always big-breasted? |

1. Big breasts attract attention, which is ironic given her shyness.
2. Big breasts symbolize motherhood since breasts give milk (the size of the breasts' fatty tissue being irrelevant notwithstanding) and Fluttershy has the kind, nurturing nature of an idealized mother figure. 3. People like big tits. |

I think its for the same reason people draw her as taller than the others. She's shy enough that anything that'd draw attention to her would make her more embarassed. So thus large breasts and tall height. |

I think Fluttershy is always depicted with big boobs because it draws attention to her and because she's the Motherly type.
