You'd expect an average adult pegasus to express either 1 or 2 wingpower in normal flight, depending on if the term means individual wings or a single set of wings.
All the pegasuses were exerting themselves for the sake of the tornado which is why they were expressing several times normal. To compare from http://en.wikipedia.org/wiki/Horsepowe: "In 1993, R. D. Stevenson and R. J. Wassersug published an article calculating the upper limit to an animal's power output. The peak power over a few seconds has been measured to be as high as 14.9 hp.
