I'm pretty sure RD and Celestia are the only ones who can pull off a sonic-rainboom. I mean, Spitfire's entry to Ponyville in today's ep showed her pulling a sonic-boom, but not a sonic-rainboom. |

I like to think it'd be different technique depending on the pony. "Rainbow" "Dash" creates a rainboom when she goes at her top speed. Spitfire probably has techniques that burn her up with air friction making all sorts of flames mid air. |

Celestia because A: The sonic-rainboom was supposed to be an "old-mare's tale" aka a really old legend, B: she has a rainbow-y mane and tail like RD, and C: she's the most powerful and magically-infused pony around. |
