And it is used improperly. Original system of writing is alien, and author just used the traditional font. Thus, it is just a hard task to decipher. Well, if I am right, that's Dan Smith's font. If I will be successful, I'll post up the original message. |

I deciphered it. It says "FLUTTERSHY IS BEST PONY" in the Tengwar Annatar Italic font (which uses Dan Smith's character mapping). |

To produce the correct set of Tengwar character one would have to enter the following string: "ej1U'7Rd~Û ,T wiR1 q5^`Û". There's many different modes for writing English - some mimicking the oddities of English orthography, others being more phonetic - which means there is no one correct way and this is merely a suggestion. |
