Frequently stories like this are retold for the shock value, when a few minutes' more careful consideration would make it obvious that the principal didn't randomly go crazy and ban hugging on a lark.
Kids like to push boundaries. A meme for claiming "But we were just hugging" and engaging in inappropriate touching is something that could get a foothold in a school culture, and then the principal has a responsibility to stamp it out. It's not a rule they're proposing for other schools, and it may not even last after the next couple of classes graduate. They're not even being punitive, as it says in the text; they're making it a rule, which means they're establishing it as a norm and giving teachers the right to stop something that seems to be approaching inappropriateness. People don't tend to make up rules for no reason, despite the myth that bureaucracy grows due to bureaucracy fairies that sneak in at night and switch rulebooks for bigger ones. |

there's weirder laws out there. One that cracks me up is something about shooting at a whale while horseback riding.
All these silly laws and rules do is to keep these law- and rule-makers employed. They'd get sacked if they're not making any new laws. |
