I would just use nail clippers for the thingie on top. As for the tail dying, you can use sharpies or something if you'd like. There are lots of dye methods. Personally, I would just rip it all out and then sculpt a proper tail.
As for the painting, regular acrylics in thin layers. There are lots of good brands. You can even go to walmart for them. Folk Art is one of the brands I use. But really, anything in the craft section that isn't for children can be used. Good luck! |

I think you can cut the thing on her head with a Plastic cutter
Before you repaint her, you should prime it. Then the colors fits better on the plastic. For the painting would be Citadel from Games Workshop good. I use them too for customizings and they are perfect for stuff like that. For the hair, I don't know. I would take them of and try to make a new tail with doll hair.
