It surprises me that HasbrOCs get no attention while background characters fascinate us... They have just as much potential to be developed. |

I think its because we see the background characters, for lack of better words, living in the world we consider most canon. The Show. Sure they might make toys with little one line personalities and such, but that can't compare to seeing some background character doing something and have us wonder "What's THEIR story?" |

If you think about it, HasbrOCs are actually better to develop fanon for—since they don't appear in the show, new episodes won't contradict it with canon |
