Actually my way yyyy/mm/dd is the most common on the planet. China and most of Asia, as well as some of eastern Europe us it commonly, some officially.

First of all, why you all abbreviate month names is beyond me. dd MMMM yyyy FTW.

Secondly, this is obviously in yy/dd/mm. "Shall" is future tense. "Must" is an imperative, commanding that we can't let this date fade in the interim.

Erm, Phil, I think the "shall" is meaning that we can't let the date that passed fade in the future.
So the subject is the past date, but it is in future tense, meaning, "We must not let this past date go forgotten."
If that makes sense. Time is difficult.
