Not to come off as rude or anything but, y'know not EVERY Pegasus has to live in Cloudsdale. Actually, that would probably explain why Scoots has trouble flying, if she lives in Ponyville, she'd be a groundbound Pegasi, meaning since her life doesn't depend on learning to fly, her wings and flying ability are probably taking longer to develop, most of the Pegasi living in Cloudsdale already knew how to fly at her age, with the exception of Fluttershy I supppose.
Though I guess this IS all just fanon and mind-canon anyway, so I guess it doesn't really matter. |
