I'd assume Paint Tool SAI. That's what most of them use.

I'm no expert, but maybe she does them by hand then does the coloring digitally, under the original sketch?

Most image editors (and by "most," I mean the only two I have used, Pixlr and Phtoshop CS6) have a "pencil" brush that's sticky and stagger-y, like a pencil.

I believe KWilt is correct in that the artist sketches them out with pencil, scans them, and then colors them digitally in either SAI or Photoshop. However, there are plenty of brushes out there available for download that mimic a pencil. unfortunately, I don't have a link offhand.

Okay so I'm in paint SAI. There are so many options everywhere I have no idea what I'm doing. Help?

Also I do have photoshop CS5, how do I change that to pencil?

Looks scanned and digitally colored to me.

There are pencil-mimicking tools. You could get a similar effect by using a brush with a fine, softened profile and partial opacity and being spare with your lines (as opposed to layering them).

I think siansaar mentioned that he sketches his drawings in PS with a specialized brush that he made himself
