She's had several different voices throughout the series, actually. The current one was annoying, yeah, but in S1E09 she had a very pretty, Fluttershy-esque voice.
But to answer your question, she's liked because she's one of the prettiest BG ponies; possibly the prettiest, depending on your tastes. Her coloring is beautiful. |

The background ponies have never had consistant voices. Daisy and Bonbon are perfect examples. |
