My headcanon is that she honestly thinks she and Luna can, but can't, (though I've not worked out the details, I'm thinking the belief and lack of questioning from before Celestia\Luna stems from some of the state of affairs after the 2 beat Discord).
Further, I feel that the amount of area's that are inhabited are largely limited to the towns and paths between and the rest is all everfree like wilds, and that only the civilized area's have the weather, plant, and animal control, as it's stated right out that all these things take care of them selves in the Everfree, and is said in a fearful way that implies they're so used to this system that they don't realize the world's natural order. |
