If I am reading that correctly, she is saying
"iesu". Which more than likely is just yes in a Japanese accent to imitate what Sweetie Belle actually said in. Still, I can't remember what those " like symbols in front of the "i" symbol (first symbol) mean.......... |

You can put the " or dakuten in front of vowels for emphasis. It's like speaking in capslock. |
