Yes, they do that.

Some eBay and amazon sellers put in super-scared statements in there, saying that once it leaves their hands, they have no idea in what condition it will be when it comes to you, so don't give them negative feedback or less than 5 stars in ANYTHING without communicating with them first.

I know the new eBay rules on sellers are scarier than before, but there have been some fraudsters to force that action.
