Remember that Twilight needed Rainbow to nuke the sky before Twi could unlock her magic potential. Before that she couldn't even pass the entry tests. She only got good at magic thanks to Celestia's teachings, so if Celestia isn't there to be her mentor, it's obvious she won't be as good at magic |

^she was a filly, the rainboom only helped unlocking her magic (like with Rarity), so her powers are innate. |

Find it hard to believe that Twi would flunk a wizard's exam... then again human Twi in Futashy's didn't have the benefit of a sonic rainboom to unlock her hidden magic

exactly, Dumb_Rock. Without the tactical Rainboom, she doesn't unlock her magic in time to get accepted in magic school. She doesn't get hand picked by Celestia, etc etc.
Trixie, in the other hand, is a regular magician who actually works as a magician instead of applying her magic towards into an specialized task like Rarity. The strip is pretty clever |
