It's implied that Fluttershy can use the Stare against a non-animal, but the results are such that she is reluctant to do so. However, Ghost Rider has no eyes.
And the Penitence Stare does nothing to non-sinners. Unless Fluttershy has a shed full of violently flayed innocent little ponies, she has nothing to worry about. |
