This is third edition, I see. I built Rainbow (well, all the Mane Six) in 4e, and by level 30 Rainbow had a speed of 13 Fly, +1 when Bloodied and +2 when charging or running.

To put this in perspective, the fastest natural base speed for a starting character is 7, and that's if you're playing an elf or similar race. My build had her as a human (though I might change that if I ever decide to actually de-level and use her as a character).

I've actually done something similar and created the whole of the mane 6 as 4.0 chars

Dash- Elf Monk, most likely a stonefist build (Dex/Str primary stats, built for damage), elves are the speediest race i could find in any handbook, and monks get alot of very agile, hard hitting attacks. As you level, take ANYTHING that you could use to get flight asap, not exactly common at a low level(or beg the DM for a pair of zephyr boots long, LONG before you should have them)

Fluttershy-Hamadryad Ardent- most likely a mantle of clarity (cha/wis key stats, bonuses to defenses and diplomacy) Is a mobile tree (haha, I made a funny) and Ardent is an empath who has many abilities that don't actually require them to physically harm their target to be helpful.

Twilight- Human Wizard- Easiest one to date. Use that human power to bump up the number of feats/powers you can take, get as many arcane tricks as you can.

Rarity- Deva Psion. (Telepathic build, key stats Int and Cha) can move objects without having to touch them, can manipulate minds (see diamond dogs) and gets the bonus of being a half-divine being.

AJ-Goliath Fighter (Defender build, use Str/Con and a sword 'n board) Big, tough, reliable, and stubborn as a mule. That applies to both goliaths and fighters.

Pinkie Pie-Pixie Bard. Bards are always the life of the party, and pixies are such whimsical crazy little buggers, it would fit perfect.

These are really really nice.

I see a lot of people complain that the attributes are a bit low, which might be true, but in all fairness they all have a lot of skills and feats to balance it out, and within the party they are in proportion.

For my Mane Six (plus Luna and Celestia) I made them Human (just because I wasn't making them to use, but just to see if I could. Oh, and the Princesses are both Eladrin), but their classes are as follows:

Rainbow: Monk (Centered Breath, every technique is weather-based)

Applejack: Warden (Earthstrength, Warhammer)

Pinkie: Skald Bard (from Essentials)

Twilight: Wizard (Uses both book and wand)

Rarity: Artificer (All her Dailies are about enchanting people's armour/clothes)

Fluttershy: Cleric (Only damage: 1d4 unarmed attack)

Luna: Hexblade (Star Pact)

Celestia: Invoker (Every attack she has deals with the sun or, amusingly, has "Celestia" in its name)

Oh, and did I mention my Rainbow Dash has a 51 Reflex?
