Yes, hence the title "Head of the Unicorns".
Of course, he was also supposed to be one of the most powerful, and if he were to rule alongside Celestia and Luna in any case or time period, I imagine he'd change his form to be an alicorn. (in the HC I'm working with, though, there are no real alicorns - Starswirl is originally a unicorn, Celestia and pegasus, and Luna an earth pony. But that's hardly relevant here...) |
