Well, to be honest, it's been stated that a Time Lord could regenerate into things other than humanoids, so I suppose talking, sentient ponies aren't out of the question. |

We've seen a Pegasus version of him, and a few others with the same cutie mark both at the Gala and the party Rarity was invited to.
It's reasonable to assume he has regenerated offscreen, but this one is the regeneration that spends more time in ponyville. |

FACT: The Doctor is only a pony because Equestria, of all planets, was where the TARDIS crashed after being dislodged from the Shrine of Humility, which the Avatar accomplished using two weed whackers, five plastic flamingos, and a huge sack of peanuts. |
