The half Phil comes from the fact that he does indeed have unfulfilled promises, its just that they aren't as numerous or damning as a lot of the raging conservatives like to point-out. On top of that, a few of his broken promises came when he was stymied by repub opposition. So its half-bullshit because there's a grain of truth, its just over-blown.
