His cuty mark isn't about order. It's about BALANCE! That's why he's so chaotic! It's because Celestia made a kingdom! He's just trying to restore balance, by spreading chaos! If he saw the world as a wild place, without any intelligent lifeform, and if he considers that lifeless world as the "good world", then it means that he's only trying to restore an old world, where ponies can't grow vegetables, and where ponies can't changes weather as they want!
