I doubt Rarity's magic wasn't strong enough to move the handcar. "Suited for Success" shows Rarity moving multiple items at one time, several of those items being bolts of fabric, which can easily tip the scales at 100 pounds each. |

Guys, if she used magic, she would be repeatedly hit in the face with the handcar lever. It's better to just use hoof-power. Maybe if Rarity used Twilight's "zip your lip" spell (the spell that was cast on Spike to shut him up during "Boast Busters") on Pinkie Pie.... |

Maybe you need lots of concentration to use magic, and Pinkie talking and talking wouldn't let her concentrate.
That would also explain why Twilight didn't use magic in the chase either. |

Besides, I doubt using magic is as simple as just thinking about something and making it happen... chances are it requires concentration and a certain amount of mental exertion. In other words, it would probably take just as much mental effort to power the handcar that way, as it would take physical effort to do it with her legs, maybe more. |
